In using lintian 2.108.0 to check a build of the mongo-c-driver package
prior to uploading version 1.19.1-1, I encountered many occurrences of
the static-library-has-unneeded-sections warning.

Based on #466423, I think it would be nice for lintian to warn about
packages using a debhelper compatibility other than whatever was latest
in the most recent stable release.
For example, take

and it is not meant to be executed directly, then that is a
bug. It is minor, but still a bug. I don't know about PHP, but Python
modules can absolutely go without a #! at the start.
