Given that we've gotten a bug filed for the latest policy update, I think
it's about time for another upload.  I've accumulated a fair number of bug
fixes in Subversion beyond just keeping up with new incoming bugs, so I
feel like we're making forward progress.

I'm therefore planning on uploading 1.23.20 on Monday unless someone
yells.

The new debconf template checks following the Developer's Reference
recommendations are the most likely source of bugs and false positive
complaints in this release.  They look like they're going to result in
quite a few new lintian warnings, but they seem reasonable and have
already been vetted in the Developer's Reference and we can adjust if any
of them are too unpopular.  The doc-base checks will probably also find
some problems, but those I have a higher confidence will all be bugs.
