Why? Imagine you want to rescue e.g. an encrypted system. No tools like lvm or crypt... are available in the live system without internet connection. Now, if you cannot get an internet connection (proprietary controllers etc.) you're stuck. Needed tools are available in the installer but that does not give the flexibility of the live system.
