No one claimed more than 4 packages. Utkarsh claimed 4 packages, but
having mrxvt, rxvt and uxvt-unicode claimed by different people wouldn't
make very much sense, so no problem there.
Following packages were unclaimed for LTS:

3) The treatment of this issue on buster and stretch would be best to be
kept consistent unless there are pressing reasons to do otherwise

and none for ELTS.
Only Abhijith PA has claimed 4 or more packages, but I assume it's
because php-phpseclib and phpseclib go inherently together, so no
problem at all.
