Duplicate DLA-1297-1

Hi

There was a duplication of DLA-1297-1 (unforunately it looks like the
first one was sent, but the DLA reservation not commited to
data/DLA/list).

I think the best course of action is to just bump the DLA number of
the later one (simplesamlphp) to DLA-1298-1 and I have added the
missing DLA-1297-1 for freexl as well to the file.

With that the tracker handles correctly the crossreferences, only
not so nice thing is that the mail archives will still show up two DLA
1297-1 for freexl and simplesamlphp.

If anybody disagrees on DLA-1297-1 -> freexl and DLA-1298-1 ->
simplesamlphp please feel free to swap as needed.
