Thanks for your suggestions. I have uploaded a new version of jetty into
mentors.d.o, plus a new version of tomcat6 which contains a little
packaging change used by jetty.

I'm really confused by this too, since the calling sequence for a binary
build also runs dh_makeshlibs before running dh_installdeb,
dh_makeshlibs seems to assume that the DEBIAN
