This statement is wrong. We never disabled any decoder from ffmpeg.

FFmpeg does not include an mp3 encoder, and never has. For creating mp3
files, you need lame, for which FFmpeg provides an wrapper.
Unfortunately, lame turns out to have serious licensing problems:
