I took a look at your package, here are a few things you may want to
look into:

  - Some warnings from lintian:

  I: libjreen source: binary-control-field-duplicates-source field 
"section" in package libjreen1
  P: libjreen source: unversioned-copyright-format-uri

  - In debian/control, your long description repeats the synopsis, and
it doesn't consist of full sentences. See [1] for guidelines about
writing good descriptions.

If you're not using a VCS, you should remove those commented-out
lines.

  - In debian/rules, the dh_installchangelogs override isn't needed;

  - In debian/copyright, you should use the predefined short names for
licenses; what you call "MIT/X11 (BSD Like)" is the Expat license.

And even though it's more cosmetic than anything, GPL-2.0+ could be
replaced by GPL-2+.

I'm also not sure your debian/README.source is particularly
relevant. First of all, one _should_ care about that copyright in
Debian since those files are shipped in the source package (so
clauses about distribution of those files certainly apply). If you
want to say that the binary package doesn't contain any code from
these files, perhaps a Comment in the relevant File paragraph in
debian/copyright would be better (as this file is actually installed
along with the binary package).

I've built your package, but I haven't installed and tested it, so I
cannot comment on that.

to test a tiny change I build a deb, install and run it. As you can
imagine that takes a lot of time.

That's why I'm asking if there's a faster way to iterate over changes.

maint-guide used to recommend running ./debian/rules binary for that,
not sure if it does now.

Ok, but ./debian/rules binary takes a lot of time. Generating .deb
files for evolution takes a couple of minutes. It'd be great if I
could ./debian/rules build and run the whole thing from ./debian/tmp
(libs included)

Do you know any way to do that?

Depending on what you put in your debian/rules file, you could run
debian/rules install or dh_auto_install.

I'm not sure if thats what you want though, since you didn't specify
that in enough detail.

Here is my interpretation: the back story is that ftpmaster needs a
record of users' agreement to not put non-distributable material on
debian machines.  That means that users need to agree to the DMUP, and
when they upload material, it needs to be authenticated that it is
from the same person that signed that agreement.  Hopefully I got that
right?

In this case, I think it would be possible to use ssh public keys as
that authentication.  The process would be:

1.  User signs and uploads the DMUP to alioth via web interface
2.  User signs and uploads ssh public key to alioth via web interface
3.  User uploads gpg public key to a public area in their alioth
account (or maybe web interface again)
4.  User uploads packages to a public area in their account [note that
their gpg key is not checked in this step]
5.  Mentors scrapes packages and gpg key info from alioth public space
(probably gathering file locations from a config file that users put
in their home dir)
6.  Mentors flags (and sends an email about) improperly signed
packages based on the info it scraped from alioth
7.  Mentors only presents properly signed packages to prospective sponsors
8.  Flagged packages on alioth get reviewed by someone from team, and
removed if they're found non-distributable

I understand that, but I don't see how that has to do with the DMUP,
which is a usage policy intended for debian machines of which alioth
is one.  Otherwise, it seems like it fine to misuse alioth in ways
that violate the DMUP, but not any other machine.

You could "grandfather" existing users to avoid that.

My inspiration for this process is not from launchpad at all.  That
was just an example of how to avoid a mindless "click-through" DMUP
agreement process.
