You can find instructions how to adopt a package are in the developer
reference.  (and in the links in the relevant chapter)

However, as you needed to ask this question: Please note that logrotate is NOT
a beginners package, so you should at least team up with other people and
maintain it in a team.

This is not to turn down your offer, I'd like to avoid that frustation
when the package shows to be more difficult amplified with the importance
of the package so I'd recommend to start with something simpler to get
your feet wet. For example, look at the package how-can-i-help [1],
it will analyse the packages you have installed and make recommendations
where some help might be required, or look at the bug tracker for the
wnpp pseudo-package for orphaned or RFP bugs you might be interested.

One additional comment, your changelog entries lack explicitness.

"Update" means nothing if you don't provide further details.

What did you update in d/control and d/copyright? What for?

More explicit change logs will facilitate the work of future sponsors.

You should also ensure the packaging is up-to-date with current
standards (4.1.3).

The Upgrading-Checklist [1] can help you figure out what has changed
since version 3.9.8.
