Dear mentors, (CCing lamby, who I have been working with on this package)

I am looking for a sponsor for my package "elpy".  I filed the unblock
request blocked by this bug.  This upload imports/backports fixes for
two upstream bugs.  The new user experience is greatly enhanced by
fixing those bugs, by fixing significant clarity issues in
README.Debian documentation, by importing the new upstream QuickStart
guide, and finally by adding documentation in the format that seems to
be expected/preferred by Python developers (html).

Please ignore the '~eoan~ppa1' for the moment, because I build my packages 
currently via Ubuntu's Launchpad. 'Eoan' comes closest to 'sid'.


It builds and packages now a Python3-GUI (with PyQt5) named 'qdiskfit' too.
