Upgrading a package without patches to deb source 3.0

It seems like it would be a good idea to upgrade roxterm to source
format 3.0. Is it as simple as creating debian/source/format containing
3.0 (quilt) and running debuild as usual?

Roxterm doesn't have any debian/patches, but I presume 3.0 (quilt) is
the correct format rather than 3.0 (native) and it'll work just fine
without a series file?
