Hi Michael,

As much as I'd appreciate your effort trying to create a package for
Debian, but I have to say the packaging is unacceptable.

The present packaging might be fine to third party deb package
repositories, but it doesn't meet Debian's requirements and there are
too many policy[1] violations. 

For example, I caught many unacceptable lines in d/rules:

 25 mkdir -p 
 26 tar -zxf ../openliberty-*.tar.gz -C 

Long description is missing. Short description far exceeds 80 chars.
source/format being "3.0 (native)" is also questionable.
