I can report that I successfully installed this over the previous
version in a production user installation and the news file flashed up
with a suitable notice as intended:

Unpacking runit-services (0.5.5~deb12u2) over (0.5.5~deb12u1) ...
Setting up runit-services (0.5.5~deb12u2) ...
sync runit services..
.. done
