1)  * new upstream release

2) bump compat level
3) std-version is now 4.1.0
4) autotoools-dev is now useless
5) switch to https
6) copyright changes: don't you think changing license from GPL-2 to GPL-3 is 
worth a changelog entry?
7) dropped debian/* copyright why?
8) patches dropped/foo
9) keys foo/added signatures
10) "--with autotools_dev" I would say useless in compat level 10, as well as 
the override_dh_auto_clean
11) update watch file location

and so on.

(the packaging looks mostly ok, the above points are missing in changelog

@Jahidul, please followed Andrey's advice and put your change on top of all
the historic changes.

@Eriberto, Andrey also commented that the way Jahidul is doing his
packaging is wrong, would you be able to give more comment/guidance on
that, since Jahidul is apparently packaging Debian packages officially for
the first time?

Oh, yeah, Md Jahidul Hamid is now the new upstream maintainer, and he has
agreed to do the Debian packaging as well.

See the bug#861180 at the bottom.

Is there anything else that I need to do, Gianfranco?

I don't think it's the only change as the last upload is 3.8.9b-1 and this
version is 3.9.4-4. It seems you've made the packaging from scratch, which
is wrong by the way, but that still doesn't mean you can drop the old
changelog entries.
