Unless I'm missing something, and I did a text search through Policy,
Policy is currently silent on the topic of statically linked binaries
other than a brief mention in a footnote on convenience copies of code.

Architecture-independent packages are packages that will function on
any architecture supported by Debian.
While I can think of plenty of Perl packages where it's about
“functioning”, there are also a lot of data packages around, so I'm
not sure
