Unfortunately, I deleted the symlink, and then recreated it. This doesn't change the order on the disk, which was very confusing. I think it would be helpful to mention that 'ls -f' is a useful debugging method to verify that the debian/rules file creates the library and the symlink in the proper order on the disk.
