Hello, We have a choice between having all of policy in one file (single-file), or one file per chapter (multi-file).
Single-file blocker: sphinx does not expect this, and thus chapter and section numbering is broken. Multi-file blocker: plain text output needs to be concatenated into one file, but doing this programatically requires some parsing of index.rst I think that the former blocker is much, much harder to solve -- we'd be swimming upstream. So I think we should just take a shot at writing the concatenation script. We can try to contact sphinx upstream but it might take some weeks. Any objections/alternatives? -- Sean Whitton
