RFS: python-ratelimiter

Hi, Snakemake, a package from Debian Med, is blocked in unstable (among others) because python-ratelimiter is not available anymore in testing. So, I fixed the RC bug and I did some minor updates for python-ratelimiter [1]. Could you review/merge this [1] and upload the package? Thanks. Best,
