No, I didn't build numpy in a full experimental env, so where every
package present in exp is preferred over sid (it only required package
was sphinx) and I don't think it's a requirement to upload to
experimental (please correct me if I'm wrong)

I thought that it is a generic practice during freeze for any package
which might possibly need unstable-testing migration.

Mh, let me rephrase, probably original meaning was lost in
translation: I don't think it's a requirement to upload to
experimental to have built the package with a full experimental
environment, so where all the package with higher version in exp than
sid are used to build the intended package.
