Thanks for the links.

The pyapi-gitlab upstream responded to my email and mentioned that he
doesn't have time to maintain it and suggested that it would be fine
for Debian to switch to python-github.

It ships a gitlab module, so it's named correctly.

I'd encourage you to work with the upstreams to deconflict the namespace.  This 
isn't really a problem Debian should solve.
