For the future: Please file such requests on the Debian bug tracking system. I am doing so for you on the right package. The file usr/bin/db5.3_upgrade is just not listed in debian/db5.3-util.install.

How can I build the package on my own?


Note that "apt source db-util" prompted a note about
git://anonscm.debian.org/pkg-db/db-defaults.git
which is also referenced in
https://packages.debian.org/source/buster/db-defaults

-> but anonscm.debian.org is gone... and I can't find it in debian salsa either.

That package is not maintained in git anymore. Buster is an old release and the 
current one does not link to git.
But the actual package that db-util points to is db5.3-util, which you should 
build (from source package db5.3).
