I have the same problem. I can sometimes logout (not shutdown) from KDE without problems. If I try to shutdown, kwalletmanager crashs. If he not crashs, he wait (ps aux says as last process: sleep 5). So: this waiting can make it possible, that system goes down, but X (kdm) is still active.
