Not fixed on Debian testing with Plasma 5.19.5-4
The upsteam bug report mentioned above has not resolved the issue yet: the
latest comment from 2020-11-05 20:33:37 UTC still discusses a possible
solution.
Additionally a question for backporting was left unanswered, bug fixing
concentrates on the

Bug #974758 [kwin-wayland] kwin-wayland: KCM misses org.kde.newstuff on KDE
Wayland
Bug reassigned from package 'kwin-wayland' to 'plasma-desktop-data'.
No longer marked as found in versions kwin/4:5.19.5-3.
Package: kwin-wayland
Version: 4:5.19.5-3
Severity: important
Dear Maintainer,
Global design and Plasma style cannot load a QML file and complains the lack of
org.kde.newstuff, e.g. in
/usr/share/kpackage/kcms/kcm_colors/contents/ui/main.qml
Installing the package qml-module-org-kde-newstuff
Hello everybody.
Since the root cause for this bug seems to be the migration to testing of
kdecoration 5.19.5-3 [1], which is not compatible with kwin 5.17 as suggested
by the KDE people, I was surprised to notice that yesterday kdecoration has
been migrated to 5.19.5-4 [2] .
Is this intended?
