This is a note that v4.0.0 did not involve any ABI breakages (which were
originally anticipated)
so the SOVERSION bump and transition is indefinitely postponed.
v4.0.0 does involve dropping the libpmi1 and libpmi2 support, but these
were not used in Debian;
an external package provides this
