As discussed in a separate email to the release team list yesterday, we,
unfortunately have a need to do a late clamav transition.
Currently we have clamav 0.103.7 in stable, testing, and unstable. Version
0.103 is a LTS release for clamav and we should be able to support Bullseye
through it's remaining lifetime with clamav 0.103/libclamav9.
