Bug#893523: transition: qtbase-opensource-src

If I remember correctly the buildds check for installability of build 
dependencies before trying to build a package. If that's ture then, due to the 
way Qt packages are tied together, all the rdeps can be binNMUed right now.

Yes, there is no need to hurry, but I thought it would be good to notice it.

On a second thought all dependency level 2 can be binNMUed against qtbase 
5.10.1 because the old qttools version won't get installed, so buildds will 
wait for qttools to be done.

deepin-qt5dxcb-plugin fcitx-qt5 gcin gsettings-qt hime qtstyleplugins-src 
telegram-desktop uim xdg-desktop-portal-kde

If qttools is ready then the whole dependency level 2 can be binNMUed (yes, 
that's the obvious part ;-) )

I've rebuilt the rdeps successfully. The above bugs seems to have been solved, 
so from our side we are ready to go.

I understand that the akonadi transition is currently going on, so we will 
need to wait for it to complete.

- #893535 deepin-qt5dxcb-plugin: FTBFS with Qt 5.10.1 in experimental
- #876934 openorienteering-mapper FTBFS: test failures ← not really
our bug, compiles with qt 5.10.1 but tests keep failing
- #893540 telegram-desktop maybe a bug in my chroot?

And that would be all up to Dependency level 2 (at least for my ben's
runs). I plan to continue testing tomorrow.

Hi RT! We are not yet ready for to start the transition as we need to try
rebuilding the rdeps, but it would be real useful if you could set up the
tracker in the meantime.

As usual we have two transitions in one:
