I've added --check-dependencies to librarian-puppet.git, and now
this fails because it can't find a matching version of puppet_forge.
(Added this because previously we didn't notice the mismatching
librarianp version.)

Another tool that can help the RFS workflow is PET [1], where we can see
which packages are ready for upload.
But I like the pad idea :)
