This is binary-NEW (which is why I can't upload it myself), but was
ruled not a transition in #919022.

Lintian tags:
debian-watch-does-not-check-gpg-signature - upstream don't provide one
no-symbols-control-file usr/lib/libgpuarray.so.3.0 - would be mostly
useless as the only in-archive rdep (theano) uses the Python interface

Known issues / testing notes:

The BLAS functions in this package use clblas, and can trigger crash
bugs on some hardware (#881054/#877316 under beignet-opencl-icd = Intel
integrated GPUs, #919824/#920497 under pocl-opencl-icd = CPUs).

These are not regressions (0.6.9-3 had the same crashes), and I believe
them to be in clblas and/or the ICDs, not libgpuarray itself.

0.6.9-3's autopkgtest skipped the BLAS section entirely; 0.7.6-1's runs
it with workarounds for pocl-opencl-icd, on the grounds that some
testing is better than none.
