RFS: lasagne update

Hello science team,

I am looking for a sponsor for the deep learning package lasagne.  The
package has been updated on salsa and is passing build and test:

https://salsa.debian.org/science-team/lasagne/pipelines/131520

Currently it is blocking numpy migration so I sped up my work on this
update to close that bug:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=959137

If anyone could take a look please feel free to upload if there are no
outstanding concerns.
