psychopy isn't blocking pandas' testing migration because psychopy 
already isn't in testing (for reasons unrelated to py2removal). 
Upstream say it's now Python 3 compatible [0], but I haven't tried to 
fix its other problems.

The ones that are blocking pandas [1] are python-skbio, 
python-feather-format and dask.
