The installation of libopenblas and libopenblas-dev does not seem to allow the
normal use of openblasin a sn autotools-based source program.

A detailed example is documented in https://trac.sagemath.org/ticket/27870
starting at comment 28 ; a configure script running on a machine having pkg-
config, libopenblas and libopenblas-dev is unable to fing the openblas.pc file
installed in the "normal" locationgiven at installation. See the above ticked
for details.

I also note that the locate command is unable to find this file.
