Thank you both for your help. I don't actually have the 2nd CPU installed yet
so instead grabbed:
linux-image-4.19.0-5-sparc64_4.19.37-6_sparc64.deb
This does indeed seem to be more stable. vsftpd hasn't crashed on installation
and openssh is also installing now.

Try installing and booting an older kernel first:
# wget
http://snapshot.debian.org/archive/debian-ports/2019
Also got a kernel panic with vsftpd.
Is this with the SMP kernel?
You should try the normal one first, it works very stable on my V215.
I get crashes all over the the place with the SMP kernel.
Unfortunately, that means you'll only have one CPU available...

You can fetch the key with GPG which should be installed:
# gpg --keyserver keyserver.ubuntu.com --recv-k
