You might try replacing the driver with the most recent one from Don
Becker's website. I'm pretty sure that the version in the kernel
sources for 2.2.10 was quite old.
We had a similar problem and the newer driver fixed it.

Just a note of thanks to the author of pppconfig. I recently used it
to connect to a free UK ISP service (Freeserve) and it was much nicer
than previous hassles both on Linux, and Windows.
