In order to install Debian from a bootable USB drive, the procedure is:
format a thumb drive to FAT32, determine the thumb drive location as
/dev/sdX, and run commands of the form
sudo dd if=debian-9.2.1-amd64-DVD-1.iso of=/dev/sdX bs=4M
sudo sync
after downloading the appropriate ISO file
correctly. (I might have changed the Backend setting from
the default earlier when trying various things to fix the problem.)
So for me the problem seems to be resolved. I'm not sure if this fixes
David Wright's problem viewing PDF files sent by his credit card issuer.

As of October 2017, I found that running the command "nvidia-detect"
followed by "install nvidia-driver" (as recommended by the first
command) conflicted with the lightdm display manager and prevented
graphical login. Does that problem remain?
