instruction" during the "go test" run on s390x on zemlinsky, even it

for s390x on zemlinsky.

caused elvish and golang-github-alecthomas-chroma to FTBFS on ppc64
architecture, see http://bugs.debian.org/891894 "golang-golang-x-sys:

The underlying problem of the previous build failures of golang-1.11
on 32-bit mips and mipsel [1], as exposed by a new safety check in
1.11.4 [2], has been solved upstream [3], and indeed, the most recent
upload to Debian builds successfully on mips, but the mipsel build
failed on an

Hello,
Please give back the latest golang-golang-x-tools
(1:0.0~git20190809.6d4652c+ds-1) on mipsel which ended up building fine
on mipsel porterbox eller.debian.org, so hopefully the build failure on buildd
was a temporary glitch.
