blinka provides code to emulate the main CircuitPython packages on supported Single Board Computers such as the Raspberry Pi. A list of supported boards is at https://github.com/adafruit/Adafruit_Blinka/tree/master/src/adafruit_blinka/board This provides a beginner-friendly environment to program the GPIO pins available on such boards. I think this package can fall under the scope of the Python Team.
