I am not sure how the license could be a problem, most PHP extensions are
released under the PHP license, at least in part.
The only thing I could say is that the package has been rejected by the
Debian
'FTP Master' team which approves or rejects packages, here is their

I'd also support Jonas that this pkg should be part of pkg-php-pear
IMO, if your package really is under the PHP license 3.01, then there
is no problem. If it is under 2.x, then you do. As it seems that it's
3.01, then it's fine, you should just include the full of the PHP
license

As far as I can read the ITP most work is already done by Cyril
There's still a license issue which must be handled, but imho it
should not be a big deal as it is licensed under normal PHP 3.01
license.
I'd also support Jonas that this pkg should be part of pkg-php-pear
