I switched from KDE to Openbox for a few days and the problem did not
occur one time.
Now under KDE, this problem occurred both with and without the "Enable
keyboard layouts" option being checked in Control Center -> Regional &
Accessibility -> Keyboard Layout

upgrading compiz to 0.5 from unstable does not solve the problem.
