With xfree 4.2 and XkbModel=3Dpc104 the less and greater keys where recognized correctly on my laptop's keyboard. After the recent upgrade those keys were not available with XkbModel=3Dpc104. Your laptop's keyboard is compatible with 105-key European models, not 104-key U.S. models, which have no "< >" key. The frequency of this report tells me I need to add a debian/NEWS item about this.
