That won't work. I have a country filter, and it saw the DE but not the
multicast. Apparently the test only sees part of the chain.

I have a spam that produce the following:
X-Country-Chain: [Multicast]->GERMANY->destination
The country code check flagged it as Germany (DE). Is there any way to flag
both hops? I'm using the default setting which has HOP set to 0.

This bug was fixed in the 2.x releases. You should upgrade to 2.0.16 or
higher if you wish to avoid this, or otherwise credit Yahoo E-mails for
the score that you get from this test.
Besides this bug fix, is there any improvements to look forward to in paying
for the upgrade to 2.0.16 from 1.
