With my current setup the failure of SPAMDOMAINS
adds 10 to the total weight of the message. I chose 10 because that is the
highest HOLD weight for any of my "per-domain" configurations.

it a weight of 20 but be careful that this is not the only test it will fail as
it can be dangerous to block from the large domains.
