I was trying to stay away from cluttering-up the global.cfg with test
definitions that were not truelly global. I currently use the
per-domain set-up for all of my domains and the whitelist file feature
works very well there, I would just like to be able to do the same

Well, you can have a separate $default$.junkmail file for each domain, so
whatever unique tests you wanted for a domain you would just define it in your
global.cfg and then list it in the $default$.junkmail for that domain.
