[Declude.JunkMail] Blank TO Test?

FYI, there is also a test in Alligate for this that may nail them
earlier in the process.

If you are using Alligate and Declude,
This will work in the Declude Filter:

HEADERS 1   PCRE(?i:X-Alligate-MsgScan.{1,80}NOTO)
