[Declude.JunkMail] IMail kill.lst vs. Declude Blacklist

1 - Do I have to restart SMTP after editing kill.lst? Declude doesn't appear
to have this requirement.
The Declude blacklist would seem easier to work with if the answer is yes.

Does kill.lst allow comments like Declude blacklist?

Which one is more efficient?

Which one is more effective?

Is there an upside/downside to either?

I don't know for sure if you need to stop/restart the SMTP service after 
changing the kill.lst (but I think that probably do).  Declude doesn't 
require it.

Does kill.lst allow comments like Declude blacklist?

I *think* it does, but I haven't tested it.

Which one is more efficient?

The kill.lst.  That's because it blocks the E-mail before it is received.
