This setup works for me as ultimately the file name is different - Declude
doesn't know to look for a different file nameit's still looking for
recip.eml where applicable and can't find it.

That won't work, I believe that anything with an eml extension gets
processed. Change the .eml to .hold instead.

If you are looking to not have the message sent at all, find the .eml file
in your declude folder and simply rename it -
for example: from recip.eml to recip-hold.eml

produced from 'recip.eml' located in:
\{MAILSERVER}\Declude\
Rather than delete it I would suggest you rename the extension.
