Greetings,
I fixed the same issue by going to symantec and downloading
the latest version of this file... it's in a patch they have
on their site.  Once you d/l and install the patch, it will fix
the problem.

This actually isn't an F-Prot issue.  If you go to
http://service2.symantec.com/SUPPORT/pca.nsf/docid/1997728113 , you'll see
that the S32EVNT1.DLL file is used by PC Anywhere.  It also appears to be
used by other Symantec products.  It seems that one of the Symantec
programs is not set up properly, so that it won't allow command line
programs to be run.

I would recommend contacting Symantec to see how to fix this.
