The decision was to _allow_ empty names and to close the ticket as NOTABUG. 
It's a conscious decision by the user to delete the name and it has a (limited) 
use case. The other ticket tdf#122445 about default names for groups is still 
open and relevant since it has the opposite behavior- the name is not defined 
by system and users do not know.

Did you consider *Bug 122445*

Shapes are not Displayed in the Navigator? The reason for this and also 
for shapes not shown in the navigator for Calc, Draw and Impress is that 
they are not given default names. This might be an easy task, and 
certainly has some benefit.
