Update: when I tried locking the screen while mirroring my laptop and
external monitor, it failed (needed to be locked twice, dock
disappeared, etc.). When extending the displays, locking works
correctly.

We have now established the original bug here was caused by LP-PPA-
oibaf-graphics-drivers, so not a bug in Ubuntu itself. That makes this
bug report 'Invalid'.
The next problem you encountered is bug 1727356. Only older Intel CPUs
(Core2 or older) will have a problem
I suggest trying a more stable newer version in that case, like:

paths? pcbnew started crashing on me with Ubuntu 18.04 and now 18.10
when I install any plugins, works again after removing them. I've

I don't know if it's the design or something wrong, with more than 1
virt-viewer window open you can't block the screen.
And the key-combination Alt-L don't block the screen.

Use 'top' to measure the CPU usage of the gnome-shell
LibreOffice does make menus scrollable like Gimp does when their
contents are too tall, however the y coordinate of the menu is offset,
hiding the menu bar.
This also affects Shotwell and Transmission, so it's probably a GTK bug.
