Unfortunately this is the default power button behaviour.
Even though we have
Settings > Power > When the Power Button is Pressed = Power Off
to gnome-shell "Power Off" just means to show the dialog.
This is confusing, and something I have complained about myself. But if
you wait 60 seconds
This is partly correct behaviour :)
You need to know two things:
1. In Xorg sessions, Xorg is your display server so killing/restarting
gnome-shell does not kill the apps. They stay running and connected to
Xorg.
2. Workspaces don't really exist. They are emulated by gnome-shell

I have the following message in syslog a few times per hour, scenario is

Ubuntu was installed from distributive (USB flash). The gnome package was not
installed manually then, all this configuration is automatic.

The shell case is probably passing the application name as an ApoStream
ID or something similar. It should probably be passing a snap:// URL.

Seems like you are experiencing the same problem as I experience when being on
VT-1.
Which was part of the reason why we SRU'd this change to avoid gmd3 to use VT-1
by default.
The problem can't be reproduce using other VT.
Seems like something acquires VT-1 (systemd ? gdm3 ?) and
I have installed the master branch of the "Sound Input & Output Device chooser"
Gnome shell extension replacing the release version that got broken with the
recent shell upgrade.

2) Start an application on each workspace

Order of keys pressed for layout switching is important. So
['Shift_L'] implies Control pressed first and Shift pressed
