The 'chvt N' command blocks if the VT/tty is in VT_AUTO + KD_GRAPHICS
state.
In this state the kernel bails out early in the ioctl(VT_ACTIVATE) syscall
and does not post the VT_EVENT_SWITCH event the ioctl(VT_WAITACTIVE) syscall
will be waiting

Could you please tell the detailed steps to reproduce this problem? It
looks like "you enabled the test with accelerated graphics in VMs", does
it introduce this issue?

An app using libgtk-3 as GUI-lib shows strange behaviour since on ubuntu 18.04
an later.
The problem is, that a not resizeable window not sets its correct size, when it
shows up a second and all further times - but the first time,
Bug still persists on those versions, installed all the .deb packages
with Package Manager, didn't work unfortunately. My OS froze and had to
fix with command line.
Maybe I did something wrong, but it didn't work.

It has happened sometimes that Slack Notifications do not work. This
